On June 18th, 2007 the dispatch center opened during business hours
8:00 A.M. to 4:00 P.M. Monday thru Friday only.
The dispatch center changed from the 7:00 A.M. to 7:00 P.M. to this new time.
Citizens of the Rumford Area can continue to call the regular numbers and will be
answered by a Highly Trained Rumford Area Civilian Dispatcher.

During non-business hours the municipal doors will now be locked.
If you wish to speak to an officer you need to either call 9 - 1 - 1
if it is an Emergency, or call the regular number 364-4551, which will be forwarded to the
Oxford County Regional Communication Center or dial 1-800-733-1421.
We can not respond to an emergency based on an e-mail.

June 2007 - Special Olympics Maine Law Enforcement Torch Run (Rumford-Waterville-Orono)
On June 7th, 2007, Officers from the Rumford Police Department participated
in the 2007 Maine Law Enforcement Torch Run for Special Olympics.
Ptl. Douglas Maifeld (20th year), Ptl. Matthew Noyes (3rd year) and Ptl. Kim Scott Mills (2nd year).
Brock Clukey (4th year), a Reserve Officer with the Department and Game Warden also ran.



April 2007

April 29th, 2007, Ptl. George Cayer left the department to join
the Oxford County Sheriff's Department as a road deputy.
We are sadden to see Officer Cayer leave, but wish him well
at his new job.


April 21st, 2007, Ptl. Tracey Higley participated in a fundraiser
at the Rumford's Eagle's Club to benefit the D.A.R.E. Program.
This fundraiser was an all Male Beauty Contest where contestants dressed up
in drag. Rumford PD is proud to announce Tracey won this competition.
Congratulations Miss D.A.R.E. from your co-workers.

Rumford Police Department Honor Guard 2007 (4/3/07)

April 3rd, 2007 we celebrated our 20th DARE Graduation and
Sgt. James Bernard, Ptl. Paul Casey, Ptl. Peter Casey and Ptl. Matthew Noyes
introduced the Rumford Police Department's Honor Guard.
These uniforms, pictured above, were made
possible thanks to the hard fundraising work of Linda French.

March 2007
On March 29th, 2007 Ptl. Douglas Maifeld attended
the 2007 Special Olympics Conference in Wells, Maine.
The 2007 Law Enforcement Torch Run is in June.
Officer Maifeld is collecting donations and looking for your help
in support of this worthwhile cause.

On March 16th, 2007 Chief Stacy Carter was temporarily
appointed Town Manager and Lt. Mark Cayer was temporarily
appointed Acting Chief of Police.

February 2007

On February 21st, 2007 the 1st Citizen Police Academy program began.
It was delayed by a week due to the Valentine's Day Blizzard of 2007.
The application process is now CLOSED. Check the CPA link to the left
for information on the next possible class.

On February 15th, 2007 Chief Stacy Carter honored Thomas O'Brien and
Dennis O'Brien for assisting Ptl. Tracey Higley with an arrest at the Muskie Building
in January. Roger White was also honored for helping Ptl. Peter Casey with a
Domestic Dispute in January. All three received a Citizen Award of Merit.
Chief Carter noted that its important to recognize citizens when they do good deeds by going above and beyond.

December 2006
On December 15th, 2006 Rumford Patrolman Lawrence Winson
graduated from the 11th Basic Law Enforcment Training Program
at the Maine Criminal Justice Academy in Vassalboro.
Congratulations "Lawrence" from all your fellow officers.

On December 11th, 2006, Chief Stacy Carter appointed Ptl. Paul Casey as
the Domestic Violence Investigator in charge of Domestic Violence Cases in the
Towns of Rumford, Mexico and Dixfield.

On October 17th, 2006, the Rumford Police Department's web site added a

August 2006
On August 17th, 2006, Mark Cayer was promoted from Patrol Officer to the
rank of Lieutenant. Congratulations to Mark.

On August 14th, 2006, Lawrence Winson left to attend the 18 week 11th Basic
Law Enforcement Training Program at the Maine Criminal Justice Academy
in Vassalboro.

June 2006

June 2006 - Special Olympics Maine Law Enforcement Torch Run (Rumford-Waterville-Orono)
On June 8th, 2006, Officers from the Rumford Police Department participated
in the 2006 Maine Law Enforcement Torch Run for Special Olympics.

In the photo above several Special Olympians helped start the run from Rumford to Orono.

May 2006
On May 22nd, 2006, (5)-Five new "Cop Cards" hit the streets.
The new cards are for officers who didn't have cards.
Those officers are Ptl. Cayer, Ptl. Mills, Ptl. Noyes, Ptl.
Winson and a card for Reserve Officers Beale and Clukey.

March 2006
On March 31st, 2006, Chief Stacy Carter announced that
Lawrence Winson had been hired as a full-time officer.
He is scheduled to attend the Maine Criminal Justice Academy
in the fall.

On March 12th, 2006, F. David Bean and James Bernard
were both promoted from Patrol Officers to the rank of Sergeant.
Congratulations to both.


December 2005
On December 27th, 2005 Detective Sgt. George Cayer was promoted
to Lieutenant and Sgt. Daniel Garbarini assumed the responsiblities of
Detective Sergeant for the department. Congratulations to Lt. Cayer
and Sergeant Garbarini. In addition, Mark Cayer rejoined
the department after a year as a Private Investigator. Welcome Back!!


On December 23rd, 2005 Lt. Stacy Carter on the retirement of
Chief Timothy Bourassa took over command as Chief of Police
for the department. Congratulations Chief Carter


On December 16th, 2005 Rumford Patrolman Kim Scott Mills
graduated from the 9th Basic Law Enforcment Training Program
at the Maine Criminal Justice Academy in Vassalboro.
Congratulations "Scott" from all your fellow officers.

On December 9th, 2005 the Town of Rumford had a surprise retirement
party for retiring Chief of Police. The photo above is the new
Chief Stacy Carter presenting retiring Chief Timothy Bourassa
a plaque commerating his twenty-five years of service, including the last
eleven years as Chief for the Rumford Police Department.


On December 1st, 2005 Rumford Town Manager Stephen Eldridge
announced upon the retirement of Chief Timothy Bourassa
on December 23rd, 2005, Lt. Stacy Carter will become the next
Police Chief of the Rumford Police Department

November 2005:


4-5 New Cop Cards to hit the street in early 2006.
Ptl. Matthew Noyes, Ptl. K. Scott Mills, Ptl. Lawrence Winson
and a Reserve Officer card with the possiblity of additional card will be among the newer cards when released.

October 2005:


Chief Timothy Bourassa has announced
after 25 plus years of Service with the Rumford Police Department
that he has submitted his retirement papers effective
on December 23rd, 2005.

June 2005:


Ptl. K. Scott Mills begins his 18-Eighteen Weeks at the Maine Criminal Justice Academy
culminating on December 16th, 2005.

April 2005:


On April 8th at the annual Law Enforcement Torch Run for Special
Olympics
Conference in Wells, Maine, Ptl. Douglas Maifeld was chosen
to carry the torch for the Opening Ceremonies with a Special Olympics
athelete at the Maine Summer Olympic Games in Orono on June 10th, 2005.

The Rumford Police Department would like to congratulate Daniel Garbarini, who on
April 7th with the February 2005 promotion of Stacy Carter to Lieutenant
was promoted to Sergeant.

March 2005:


On March 30th after the 18th D.A.R.E. Culmination, Ptl. Douglas Maifeld
was honored by the Rumford Elks Club as its 2005 Citizen of the Year.
This recognition after being named volunteer of the year (2004-05) by the
Greater Rumford Community Center earlier in the month.
Congratulations to Officer Maifeld.

On March 24th Matthew Noyes joined the Rumford Police Department after having
worked for the Dixfield, ME Police Department. He joins, Kim Scott Mills,
who joined the department on January 31st, 2005. Welcome to our two newest officers.

February 2005:


The Rumford Police Department would like to congratulate Wayne Gallant, who retired February
4th, 2005 after 25 plus years of service with the department, the last 17 as Lieutenant.
We wish Wayne the best as he takes on a new job as Chief of Police with the
Wilton, ME Police Department. Congratulation to Stacy Carter for the Promotion to Lieutenant.


"REORGANIZATION":

On October 24th, 2004, our department went through a reorganization.
As a result our department no longer has police officers dispatching.
Our department was one of the last if not the last department in the State of
Maine to have police officers as dispatchers.

In an agreement reached with the Police Department Union, one Sergeant
position was eliminated leaving one Sergeant to assist with Investigations
and the remaining two Sergeants being road supervisors. This restructure
better serves the citizens of the Town of Rumford.

For seven days a week from 7:00 A.M. to 7:00 P.M. citizens of the Rumford Area
can continue to call the regular numbers and will be
answered by a Highly Trained Rumford Area Civilian Dispatcher.

From 7:00 P.M. to 7:00 A.M. the municipal doors will now be locked.
If you wish to speak to an officer you need to either call 9 - 1 - 1
if it is an Emergency, or call the regular number 364-4551, which will be forwarded to the
Oxford County Regional Communication Center or dial 1-800-733-1421.
Upon hearing a recording of options, Press 1
this will immediately forward you to a Dispatcher.
All three ways will be manned by civilian dispatchers who are
highly trained to serve and assist you. If you have a complaint or
wish to speak with an officer please use one of these three means.

COP CARDS:


7-Seven Cop Cards produced by Kolor Klub Marketing out of Vancouver, B.C. CANADA,
hit the street October 1st 2003. These cards finally went to the printer after numerous delays.
The cards are for the D.A.R.E. Officers and newer members to the department without cards.


"CLICK IT OR TICKET!":


The Rumford Police Department was out in force the week of Thanksgiving 2002
enforcing Maine's Seat Belt Law. Please don't let an crash make you a victim.
Please Buckle Up, it could save your life.
23 people were caught not seat belted this Thanksgiving and it cost them only $62.50.
They were lucky no accident was involved, because it could have been their life.
