Chief Tony Milligan

Position: Chief of Police

Serving since: 1988

Responsibilities:  Head of the police department. Ultimately responsible for ensuring public safety for the residents and visitors  of Rumford, and for managing all staff appointed to the Rumford Department.

Specialties: Covert criminal investigations, interviews and interrogations, search warrant preparation and execution, source management, drug identification and personnel management. Certified Instructor for the Federal Law Enforcement Training Center (FLETC) and for the Maine Criminal Justice Academy.

Personal Message:  Community Policing is cornerstone to any respectful law enforcement agency today.  Partnering with the community and having transparency is key. Doing the right thing, even when it's uncomfortable is paramount.

Off-Duty Community Involvement: Volunteer pilot for Angel Flight Northeast, providing free flights so kids and adults  can access medical care; volunteer groomer and trail maintenance for the Polar Bear Rumford Snowmobile Club, participant and supporter of various local community groups. 

Passion:  I am always looking to help people. I grew up in Rumford and love the area. I'm old fashion and believe that right is right and wrong is wrong. Accountability is a must to ensure a civilized way of life. My passion is to work hard, regardless of the day or of the time of day, so that maybe I can make my community and hopefully the world a better place.

Captain Daniel Garbarini

Position: Chief of Detectives

Serving since: Hired by Rumford PD in 1998. Prior work at Lisbon PD.

Responsibilities:  Managing/Assigning/Investigating major felony crimes including sex crimes, drug crimes, financial crimes, and suspicious deaths. This includes, but is not limited to, day-to-day management of supervisors and patrol officers. 

Specialties: Interviews, Spike Mat Instructor. Master Drug Examiner Instructor. Crisis Intervention Certified. Sexual Assault Response Team, and FBI Trained Crisis Negotiator.

Detective George Cayer

Position: Detective

Serving since: Hired by Rumford PD in 1982. Left to served at the Oxford County Sheriff's Department until 2016 when I returned to Rumford PD. 

Specialties / Responsibilities:  Investigation of major crimes; child sex crimes and physical abuse, child pornography, violent felony assaults, robberies, felony property crimes, and serious fatal crash investigations. Involved in all serious drug trafficking investigations locally and outside the Rumford area. Present cases to Grand Jury for Indictment. Manage teletype, outside details with Federal partners, the LESO 1033 program (Law Enforcement Support Office for equipment). Concealed weapons background checks.

With today's technology it is extremely easy to assist us in our goals to keep Rumford safe, we have online tip-line and a statement form which can be filled out from our webpage. Everyone has a smartphone, if you can utilize it safely or a photograph  will assist us in our investigations.

Passion: It is all I have known since high school. It was always a passion of mine even before I graduated. Look at my "goals and objectives" in my high school yearbook! Trying for over 42 years to make a difference. A large focus for many years was OUI enforcement, having arrested over 1000 drunk drivers in my career; I am sure it saved a life or two.

Additional Information:  I would ask the public in our great State of Maine not to get caught up in the defunding of the police movement. Presently we at Rumford PD have a challenging time keeping up with our caseloads. At times I am aware that one officer on one shift will have over a dozen calls for service. This makes policing a reactive job and not a proactive job as it once was. Defunding the police, budget cuts, or not keeping up with other agencies who have a much better pay scale will just hurt our community, welcoming more crime and drugs to poison our children. When I started doing policing in Rumford in the early 1980's Rumford PD had a Chief, Captain, two Lieutenants, 4 sergeants, 8 patrolman, a court officer, secretary, and parking enforcement. Times have changed for sure.

Passion: I knew from a young age I wanted to pursue a profession in the emergency response field. I explored working as an EMT and firefighter. I later learned law enforcement would allow me to gain experience in all disciplines. Being a police officer comes with a ton on responsibility and stress, but I am constantly rewarded from the positive interactions I have been fortunate to experience. As an officer, you are given the opportunity to save lives, make communities safer, and help others make better life choices. Additionally, I enjoy being an officer for the unknown. Every shift you are exposed to new calls, which may be similar natured to those you have previously investigated, but are seldom the same. It is no shock negative public perception of law enforcement has increased in recent years, I will work hard to help restore this relationship between police and the community.
